For context, this is not the first move in this direction. The U.S. Department of Defense has been quietly using Defense Production Act Title III authorities since 2022 to fund domestic rare-earth processing facilities, including the Hastings operation in Texas. The Brazil initiative extends that strategy geographically, pulling a key "Global South" player into the Western supply chain orbit.
