It was designed as a payment-settlement chain: high throughput, negligible fees, deterministic finality. Its consensus mechanism, RPCA, relies on a Unique Node List—a set of trusted validators initially recommended by Ripple itself. No proof-of-work energy burn. No slashing. Just federated agreement among pre-approved nodes. The design has kept the chain stable for over a decade, but it carries a persistent philosophical discomfort: the network's security model leans on corporate trust rather than cryptographic independence. The legal history matters because it shaped market psychology. In July 2023, a federal judge ruled that XRP's programmatic sales on secondary exchanges did not constitute securities transactions—while simultaneously finding that Ripple's direct institutional sales did violate securities law. The nuance was lost in the noise. "XRP is not a security" became the slogan. The reality was messier: not a security when retail bought on exchanges, but a security when Ripple sold to institutions. That distinction is not pedantry. It shaped how Ripple now approaches its own growth strategy. Enter RLUSD. Ripple's dollar-pegged stablecoin launched across select markets, signaling a strategic transition. The subtext is unmistakable: Ripple no longer wants to merely build liquidity around XRP. It wants to control the settlement asset itself. The pivot, framed as ecosystem expansion, quietly repositions XRP from an indispensable bridge asset to an optional settlement preference. Let me walk through the technical architecture, because the numbers tell a story press releases never will. The XRP Ledger processes roughly 1,500 transactions per second with fees averaging fractions of a cent. For cross-border settlement, that performance is adequate. It is not trying to compete with Solana's theoretical 65,000 TPS. It is selling finality and settlement certainty—and on those terms, the ledger has performed reliably. But this narrow excellence has become a strategic liability. The rise of general-purpose chains with embedded stablecoin infrastructure, programmatic money markets, and deep composable liquidity has made XRPL feel like a legacy rail. Its native AMM functionality faced repeated delays. Its smart contract ecosystem is anemic next to Ethereum or Solana. The answer—an EVM-compatible sidechain—is an admission that the core chain cannot evolve fast enough on its own. The architecture is becoming hybrid: native ledger for payments, EVM sidechain for DeFi, cross-chain bridges for liquidity. Each layer adds complexity, new attack surfaces, and new dependencies that never existed when the "simple payment rail" pitch was crafted. Here is where tokenomics gets uncomfortable. XRP's total supply is hard-capped at 100 billion. No new coins will ever be minted. That immutability is usually presented as a virtue—and in a vacuum, it is. But the distribution curve tells a different story. Ripple controls approximately half of the total supply through on-chain escrow, releasing one billion XRP every month. The majority of each release is re-locked, but a meaningful portion flows into operations, ecosystem grants, and institutional sales. The result is a persistent overhang that no amount of fixed-supply rhetoric can erase. It is the difference between a token that is scarce by design and a token that is scarce only because the company that holds half of it chooses, so far, not to sell. And now the deeper problem: RLUSD actively undermines XRP's marginal utility. Ripple's On-Demand Liquidity service historically used XRP as a bridge for cross-currency settlement, reducing pre-funded nostro accounts. That was XRP's use case—the reason a financial institution would hold the token at all. But a compliant stablecoin does everything ODL did without the price volatility. It settles in US dollars, not in a speculative digital asset. The institutional preference for RLUSD over XRP is not a bug; it is the feature Ripple is selling. This is the paradox I keep returning to: Ripple's legal clarity gave XRP regulatory legitimacy, and simultaneously, Ripple's commercial strategy is constructing an alternative that reduces the market's need for XRP. Both are true. The market prices the legal victory without discounting the substitution occurring underneath. The "non-security" ruling was supposed to unlock institutional floodgates. The data does not yet support this. Institutional accumulation of XRP remains concentrated in entities using ODL or market-making infrastructure. The broader asset management complex is awaiting ETF approval, not direct spot purchases. And the ETF narrative is already substantially priced into a token that more than doubled after the 2024 election cycle. Let me push against the consensus one step further. The real risk for XRP is not that the SEC wins an appeal—though that remains a live tail risk. The real risk is that the market's "regulatory clarity" story becomes the instrument of complacency that prevents honest reassessment. I have seen this pattern before. In 2017, I audited ICO whitepapers where technical brilliance masked governance rot. In 2020, I watched DeFi protocols with elegant documentation fall to flash loan exploits. The pattern is consistent: markets love a story more than they love verification. Truth is not consensus, it is verification.
